
Presentation of the Interoperability BUS: the Data and Document Exchange Gateway
The Government and the seven local councils sign a collaboration agreement to streamline administrative procedures between public administrations and with citizens.
A hundred professionals from the digital technology sector—public, semi-public, and private companies—took part today in a conference on interoperability aimed at promoting public-private collaboration through the exchange of data and documents to enhance the efficiency of public services. The event, titled "Interoperability as a Catalyst for the Digital Transformation of the Public Sector," was organized by the Government of Andorra and Andorra Digital, in collaboration with technology partners Vass and Salesforce.
The Secretary of State for Digital Transformation and Telecommunications, Marc Rossell, took the opportunity to announce that the Government has signed a collaboration agreement with the seven local councils to improve the efficiency of data and document sharing and streamline administrative procedures. This agreement marks a step forward in the modernization and digital transformation of the country’s public administrations.
Meanwhile, David Vicente, Director of Andorra Digital, and Enric Miralles, the Interoperability Bus demand manager, explained the concept behind the Data and Document Exchange Gateway, technically referred to as the Interoperability Bus. They described how this strategic initiative enables the secure, transparent, accessible, and reliable exchange of data between public administrations and private companies.
The system aims to deploy a robust infrastructure that allows for more efficient and secure communication between various actors in the public and private sectors, with the goal of improving service efficiency and transparency in public management. One of the main themes of the event was the principle of “only once,” meaning that citizens and companies will only need to provide their information a single time. This avoids data duplication and speeds up administrative processes, ensuring that public services are more efficient and accessible.
In addition, the importance of a legal framework that already regulates the system was emphasized. This framework ensures that data exchanges are conducted securely and with respect for user privacy, while also guaranteeing traceability of activity and consolidating the legal validity of all transactions.
The event highlighted the objective of putting the citizen at the center of the system, improving their experience and facilitating more direct and faster access to public services. The system also aims to increase collaboration between public institutions and the private sector to create new use cases and promote innovative national solutions, all while fostering a more modern and integrated public administration.
The conference also featured presentations of different use cases by Andorra Telecom, CASS (Andorran Social Security), and the Comú of La Massana. They shared real-life experiences that demonstrate how the system works and the benefits the Interoperability Bus offers to both citizens and institutions.
The support of an existing legal framework for this data exchange system, along with the importance of a secure and adaptable technological infrastructure, are essential elements for developing the Interoperability Bus. In this context, technological solutions from Salesforce and VASS play a key role in the implementation and deployment of this project, which represents a significant step forward in the digitalization and interoperability of the Andorran public sector.
